The Wisconsin State Genealogical Society, WSGS for short, is a statewide genealogical organization. Founded in 1939, WSGS now has members both within and outside of Wisconsin.

WSGS is a non-stock, nonprofit Wisconsin corporation whose basic purpose is to encourage, facilitate and improve the quality of genealogical study in Wisconsin and about Wisconsin families. To these ends WSGS:

Collects and publishes genealogical and historical material related to Wisconsin families and their forebears

Conducts meetings and conferences for the instruction and interest of members

Encourages the establishment of genealogical collections in libraries throughout the state

Works to ensure public records in Wisconsin remain open for genealogical and historical research.

WSGS is proud to be a member of the Wisconsin Council for Local History, the Federation of Genealogical Societies, and an organizational life member of the National Genealogical Society.

WSGS is not a research organization. We do not do genealogical research, nor do we maintain a genealogical library.

WSGS does not accept donated family history materials such as photographs, family group sheets, pedigree charts, scrapbooks or accumulated research, as we have nowhere to store them and no one to catalog or maintain them. PLEASE do not throw those precious materials away, though! There are many local history rooms in public libraries or local historical societies who would love to have materials relating to people who lived in their area. Please contact them about possible donations.

Michael John Neill's New Casefile Clues

If you have been reading this newsletter for some time, you may remember Michael John Neill's series of articles that were published here, called "Casefile Clues." Michael has now moved on to expand his writing on his own web site and email newsletter, which is also appropriately titled "Casefile Clues." Michael is now publishing more articles than ever.

Michael is an expert in genealogy research methodology. He finds the logical results in difficult research tasks, sometimes seeking out seemingly illogical answers that turn out to be the truth. He always analyzes the reasons "why" a document was made and how it "fits" into the question at hand. He uses examples that will benefit the rest of us, making us all better genealogists. What I like best about Michael's articles is his style of writing: easy to read and understand. No mumbo-jumbo here! Michael writes in plain English for all of us.

Each article in the Casefile Clues web site analyzes a specific document, a record type, or a focus person. He analyzes the citations to encourage documentation and often looks for clues that are not so obvious. Included at the end of each article is a research plan or a "where do I go next?" series of steps.

National Archives and Records Administration (NARA) Renovation

Dear researchers,

Proposed renovations at the National Archives will affect all NARA researchers. As you have probably heard, if the changes materialize, some research space at the downtown facility will be converted to offices, exhibits, and other uses, and research services will have to be reconfigured. To assure that research resources are enhanced, rather than diminished, we again appeal—urgently--for your help.

Several notices have circulated about an extremely important congressional subcommittee hearing later this month. The hearing of the Subcommittee on Information Policy, Census, and National Archives, which oversees NARA, will examine the National Archives mission. The proposed changes at Archives-1 will be discussed. The new Archivist of the United States, David Ferriero, will testify.

This is our opportunity to voice concerns and priorities to congressional leaders. Please participate by 1) writing to the members of the subcommittee (details below); and 2) attending the hearing if you are in the Washington DC area (details below).

CONTACT SUBCOMMITTEE MEMBERS: It is critical that we contact every member of the subcommittee in advance, to 1) encourage them to attend and participate in the meeting, 2) to express our concerns, and 3) to urge them to make researcher services a priority. Please take time now to send each of them a note. It is especially important for constituents of the subcommittee members to contact those members. (See below for list of subcommittee members, and suggestions for writing.)
ATTEND THE HEARING: If you are in the Washington DC area on 16 December, please attend the hearing. Members of Congress take careful note of attendance at such hearings. A well-attended meeting will communicate that researchers care about what happens at NARA.Wednesday, 16 December 2009; 2 p.m. Rayburn House Office Building, room 2154 ALSO, if you are in the DC area, a public meeting will be held the following day, 17 December 2009, at 1:00 p.m. at NARA specifically to discuss the proposed changes. If you can make that meeting also, please put it on your calendar.

SUGGESTIONS FOR WRITING TO SUBCOMMITTEE MEMBERS:

Keep your message to one page.
At the TOP of thee message, identify your reason for writing. For example: “Re: Information Policy Subcommittee Hearing on National Archives, December 16.”
If at all possible, write an individualized letter (you can cite some issues below, or add others; a sample letter appears below).
Contact each member only once about the hearing.
Be succinct. Readers should be able to read and understood the message in one minute. Specify your request in the first or second sentence. In another two or three sentences explain how important it is for the member to attend and participate in the hearing.
Specify if you are writing as an individual or representing a group.

Issues you may wish to address (among others you might include):

Renovations at Archives-1 (downtown) should aim to make it a world-class research facility.
Reconsider decisions already made (on the Constitution side of the building) so the result will optimally serve the public and researchers without compromising the latter.
Upgrade services, personnel, hardware, and software to bring the research facility in line with other first-rate research facilities in the world.

Plans are underway to renovate the National Archives I building. On November 10 the architect in charge of the project met with the Consultant/Finding Room Aids staff to discuss the plans. Two researchers were also present. He explained the renovation was initiated because of the need to enlarge the indoor waiting area for visitors of the National Archives Museum. The current gift shop, some offices, and other spaces will be re-located and redesigned to accomplish that, affecting research space in the building, including the Microfilm Reading Room. Work has just started on designs.

Some of the points presented were:

An open forum meeting will be held with renovation planners/architects and researchers, probably in early December (date to be determined).

The project will be done in phases. The preliminary phase involves moving offices, reconfiguring the Finding Aids Room, and consolidating the microfilm reading room into a much smaller space. Construction will not start until after the public meeting, but an exact timetable has not been set. Renovations on the museum side may start in the spring or fall of 2010. Plans have been fluid and will no doubt undergo many more renditions.

The Finding Aids Room will remain where it is currently located, but with some changes. Staff will be involved in the redesign of the space.

A “Research Corridor” will be built on the east end of the entrance lobby. Space currently used for lockers, lecture room, and offices will be reconfigured to serve researcher needs. Plans for the “Research Corridor” have not yet been drawn.

The research corridor will hold microfilm readers, readers/copiers, computer access terminals, and a classroom. Microfilm will be consolidated into a smaller space, and it will be self-serve.

Upgraded electrical systems may be included to accommodate more copiers in the Central Research Room on the 2nd floor, and perhaps, in the future, Wi-Fi.

In the public side of the building, plans include computer terminals hooked up to ancestry.com for tourists to briefly use to learn what is available in the research wing of the building. The renovation plans should address and provide for increased use of microfilmed and original records, by tourists seeking information on their ancestors after visiting the museum.

"As member of the [insert your organization name], I am a researcher who uses National Archives records. I am very concerned about proposed construction plans to reconfigure the ground (first) floor of the National Archives building. This will dramatically reduce the Robert M. Warner Research Center in ways that will significantly--and negatively--impact researchers as follows:

The Finding Aids Room (Consultants' Office) is to be moved from its current room, which provides adequate space for staff, researchers, and necessary finding aids to textual (un-filmed) records, to a small open area in the library which will not provide adequate working space or privacy.

The Microfilm Reading Room will be moved to a drastically smaller space (the current Finding Aids Room) with significantly fewer microfilm readers. We recognize that the number of researchers using the microfilm area has diminished over the past few years, but there is still a demand to use microfilm. We suggest a room containing at least 30 readers, which would be approximately half the current number.

Direct researcher access to microfilm collections will be eliminated and replaced with a "pull on demand" system. We believe it is unworkable, and result in much wasted researcher time by requiring researchers to request individual rolls of microfilm, and then wait for a staff member to retrieve it from a stack area deep within the building. No one has been able to tell us where the microfilm will be stored or how long it will take to retrieve it.

The Lecture Room will be eliminated. No one has been able to tell us where a New Lecture Room would be. This room is used frequently for NARA public programs (genealogy lectures, etc.) as well as internal NARA meetings.

The Orientation and Registration area would be eliminated.This is currently used for researcher registration, to issue researcher identification cards, and for researcher consultations with staff members and volunteers, and for researcher access to computers. No one has been able to tell us where these functions would be moved.

NARA proposes a five-phase operation with the first phase being the move of the Finding Aids (Consultants' Office) the Library area starting in the very near future. There is no indication that the finding aids, so vital to textual research, will be in close proximity to the consultant area. The second phase would be the move of the microfilm reading room.

Those areas, once vacated, will be taken over by Center for the National Archives Experience (NWE) and The Foundation for the National Archives to expand their museum and shops. <http://www.archives.gov/nae/support>

I would like a dedicated (i.e., single use) Finding Aids Room to continue and to maintain the existing manner of direct researcher access (self-pull) to microfilm.

I would like to request that there be an open disclosure and a public discussion of these plans. There does not appear to be any attempt to incorporate the open area in the Research Center Lobby.Thank you for your consideration."

BadgerLink is a project of the Wisconsin Department of Public Instruction (DPI), Division for Libraries, Technology, and Community Learning. Its goal is to provide access to quality online information resources for Wisconsin residents. Users can search approximately 20,000 full-text magazines, journals, newspapers, reference materials and other specialized information sources. Included are over 8,000 full text magazines and journals, over 1,500 newspapers and newswires, and approximately 6,800 full text books. Full text articles are taken from 2,900 historical newspaper titles. In addition the BadgerLink vendors provide access to automobile repair manuals, company profiles, country economic reports, industrial reports and yearbooks, biographies, primary historical documents, charts, images, schematics, maps, poems, essays, speeches, plays, short stories, author audio programs and book readings, author video programs, book reviews or discussion guides, and many other full text resources not available through regular internet search engines. The project is funded through the Universal Service Fund with support for staffing provided by the Library Services and Technology Act funds received from the Institute of Museum and Library Services (IMLS).

NEW and FREE Online Databases from the DAR, Washington, D.C.

After nearly a decade of scanning, indexing, and other behind-the-scenes work by DAR members and employees, the Daughters of the American Revolution is pleased to announce the availability of the DAR Genealogical Research System on our public website. Here are the direct links:

The GRS is a growing collection of databases that provide access to many materials collected by the DAR over the past 119 years. Included in this collection of databases is the GRC National Index which has been available to researchers for the past few years. There are still some kinks we’re working out here and there.

When you go to the link above, you will find several tabs that will enable searching in the various databases:

Ancestor – established DAR Revolutionary War Ancestors and basic information about them with listings of the applications submitted by descendants who joined the DAR [updated daily]

Member – limited access to information on deceased/former DAR members – not current members.

Descendants – index of generations in applications between the DAR member and the Revolutionary War ancestor. There is much eighteenth and nineteenth-century information here. [ongoing indexing project]

GRC – everyname index to 20,000 typescript volumes (some still being indexed) of genealogical records such as cemeteries, Bibles, etc. This index is not limited to the period of the American Revolution at all.

Resources [In particular, the digitized DAR Library Revolutionary Pension Extract Card Index and the Analytical Index Cards. Other information sources will be coming in the near future, mostly relating to Revolutionary War service, bibliographies, Forgotten Patriots (updates), etc. Read the introductions to these to learn why these are both important genealogical indexes. For example, the Rev. War pension index includes the names of people mentioned in those pensions that were abstracted (not just the pensioner or widow)!!!!]

Each of these has interrelated content, and a description of each is given more fully on the website. You will notice restricted information in many search results. This is the result of a concerted effort to protect the identity of our members while providing historical genealogical information to researchers.

The national numbers of members (without the names of living members) given in the search results are needed to order copies of applications and supplemental applications. They do not lead online researchers to any other information about the member.

Michigan Genealogical Council - Library of Michigan Update

We enjoyed a good speaker and had a good – long – meeting on Saturday. For those of you who were unable to attend, I read some of this letter from MGC which was received Saturday morning. This is a good description of where the situation with the Library of Michigan stands since the latest Executive Order amending the original.

To summarize, funding is the main issue. Between now and the end of September, State budget discussions will be taking place in the legislature. Your letters, emails, calls and visits to all your Representatives and Senators should be stressing the importance of properly funding to assure protection of the collections. Since the Library of Michigan will be under the Department of Education, we feel it’s critical since that Department historically has no extra money! And the Library of Michigan will not automatically be a priority for them above their normal school and teacher priorities.

Good morning,

As many of you already know, Wednesday afternoon, the Governor issued Executive Order 2009-43, which amends her previous EO 2009-36 abolishing the Department of History Arts, and Libraries. The full text of her EO 2009-43 may be found at her website, http://michigan.gov/gov/0,1607,7-168-21975-221451--,00.html. The portions of greatest interest to us as genealogists, is the second half of this document, Parts III and Part IV. We have copied and highlighted these two sections below.

While this is a step in the right direction and the Governor is to be commended for recognizing the importance of the Library of Michigan and the value of its collections for patrons, there is still some very vague language here that will require continued vigilance on our parts. We should not be led into a false sense of security that the collections we treasure at the Library of Michigan or its current home in downtown Lansing are safe. There are many ‘outs’ built into the amended Order and it appears anything that may have been possible under the original Executive Order 2009-36 is still a danger. Senate Concurrent Resolution 18, which would have disapproved the original order died in the House Judiciary Committee, probably as a result of the “amended Executive Order”. So effective October 1, the Library of Michigan will be under the Department of Education and the Archives of Michigan will be part of the Department of Natural Resources. Two of the many areas with troubling language include.
“Subject to available appropriations”
“Qualified individuals recommended for consideration for appointment to the Board should include librarians, historians, archivists, and others with relevant expertise." It states should rather than must.

We must remain on guard to protect and keep these priceless collections together and include Federal Documents, Michigan Documents, Law, Newspapers, Main and Dewey in addition to the collections mentioned in the amended Executive Order. We must also look to see that “available funding” is in place so these institutions may continue to operate.

III. Section II.B.8 of Executive Order 2009-36 is amended to read as follows:

"8. The Superintendent of Public Instruction shall administer the assigned functions transferred to the Department of Education under Section II.B of this Order in such ways as to promote efficient administration and shall make internal organizational changes as may be administratively necessary to complete the realignment of responsibilities under this Order. To achieve efficient administration and effectuate necessary cost savings consistent with appropriations provided by law, the Library of Michigan shall evaluate and implement measures designed to reduce expenditures and eliminate duplicative services. Subject to available appropriations, the Library of Michigan shall focus on the provision of leadership and critical services to libraries and patrons throughout this state, including, but not limited to, all of the following:

a. Continuing this state's vital role in maintaining and delivering online services to libraries around this state, including prioritizing the provision of services that affect libraries and their patrons throughout this state such as continued support for, and availability of, the Michigan eLibrary (MeL) and MelCat, the statewide online catalog and resource sharing systems.

b. Continuing state-level support for the cost savings and effective delivery of statewide library services achieved through the leadership of the Library of Michigan and the collaboration and resource sharing of libraries throughout this state.

c. Preserving important collections maintained by the Library of Michigan, including the Michigan Collection, the Rare Books Collection, and the Genealogy Collection."

IV. Section II of Executive Order 2009-36 is amended to add the following new Section II.P to read as follows:

"P. Michigan Library and Historical Center

1. Subject to available appropriations, the Department of Education, the Department of Natural Resources, the Michigan Commission for the Blind, and other state department and agencies shall actively cooperate to facilitate the continued operation of the Michigan Library and Historical Center and the preservation of the important historical resources and library collections maintained at the Center on behalf of the People of the State of Michigan."

IV. Section IV.A of Executive Order 2009-36 is amended to read as follows:

"A. The Michigan Center for Innovation and Reinvention Board is created as an advisory body within the Department of Natural Resources. The Board will, among other tasks, consider potential ideas to preserve and maximize the benefits to the public of the existing Michigan Library and Historical Center, including public input and scrutiny regarding the most effective delivery of state library and historical services and facilities including, but not limited to, collections, buildings, and skilled personnel. The Board shall recognize the importance of preserving unique historical assets and collections, including, but not limited to, Michigan's Civil War and other military flags, the Michigan Collection, the Rare Books Collection, and the Genealogy Collection of the Library of Michigan. Qualified individuals recommended for consideration for appointment to the Board should include librarians, historians, archivists, and others with relevant expertise."

Latest News: Governor Amends Executive Order Concerning the Library of Michigan

If you have been following the news here and elsewhere, you know that Michigan Governor Jennifer Granholm has ordered the closure of the Michigan State Library as a cost saving measure. Today the governor has issued a new executive order that amends her previous order. She now says that the state’s library and historical collections will be preserved when the Department of History, Arts and Libraries ceases to exist on October 1. However, the details are still fuzzy.

The changes will take effect October 1 unless they are overridden by the State Legislature. The State Senate already rejected Granholm’s original order, although the House has taken no action.

Granholm’s amended executive order would mandate that the state continue its vital role in maintaining and delivering online services to libraries in Michigan and the preservation of important collections, including the Michigan collection, the Rare Books Collection, and the Genealogy Collection.

The cohesive Library of Michigan collection with over 180 years of Michigan history, literature and culture records and reflects the lives of not only those who remained to raise their families within the state but of millions more whose migration to other parts of the country left their footprints in the soil and records generated by their passage. Visitors come from all across the country to research at the Library of Michigan.

In addressing a $2 Billion deficit in the Michigan budget, Governor Jennifer M. Granholm issued an executive order in July which would abolish the Department of History, Arts and Libraries. As originally proposed, the collections of the Library of Michigan would be scattered and the building built and designed to house the state library would be renovated to house a new function.

In meetings held during the Federation of Genealogical Societies/ Arkansas Genealogical Society Annual Conference in Little Rock this past week, the Records Preservation and Access Committee representatives have initiated a petition drive in support of the Library of Michigan. . This is the first time we have exercised this option since 2006, something of an indicator of the seriousness with which the genealogical community views this situation.

The RPAC petition became available for signature on Sunday, the 6th of September. We will close the petition drive on the 1st of October, the date the governor’s order is scheduled to take effect. The earlier one signs, the greater the impact.

Although the prospects for reversing this action are remote, we would not want it to be said that a state library can be closed without its users caring (or for other governors to think it a politically expedient thing to do.)

Genealogists from within and without Michigan are encouraged to sign the online petition found at http://www.PetitionOnline.com/RPAC2009/petition.html. We then ask that you urge the members of every society of which you are a member to do likewise.

NARAtions is a blogabout public access to the records of the U.S. National Archives and Records Administration.
Like most government agencies, any information released by the National Archives and Records Administration has always been written in the finest government double-speak, passed from committee to committee before being released to the public. In short, I find most announcements from NARA to be nearly unreadable.
The new NARAtions blog is a welcome change: it is actually easy to read.

American Library Association Joins In Fight to Save Library of Michigan

ALA president Camila Alire releases statement on plan to divide Library of Michigan assets

CHICAGO – Michigan Gov. Jennifer Granholm has issued an executive order closing the Michigan Department of History, Arts and Libraries, abolishing the position of state librarian and parceling out its assets.
The following statement was released by American Library Association (ALA) President Camila Alire in response to those actions.

“Scattering the library’s resources would destroy the integrity of the state library system. These resources were funded by the people, belong to the people and should remain intact. This is more than just shutting down a department. This tarnishes the position, influence and stature of the library community and state library.

“We understand that in economically challenging times, governments need to look at ways to streamline services. However, streamlining can be a double-edged sword. The governor’s order ignores the Library of Michigan’s leading role in achieving cost savings and efficiencies in delivering statewide library services through collaboration, resource sharing and group purchasing.

“The executive order by the governor is ill advised, to say the least. The governor is proposing moving collections that are 180 years old, thus putting in jeopardy the ability of future generations to benefit from the materials that the state library has collected and preserved. These collections are not just a treasured state resource. They were created by Michigan taxpayers and are actively used by researchers throughout the state and the country.

“During tough economic times, difficult choices must be made. But libraries are part of the solution when a community is struggling economically and are a necessity in efforts to get Americans back on their feet.

“From coast to coast, libraries have been first responders to the national economic crisis. They have been inundated by job seekers and users looking to better their lives through education. This also is the case in Michigan, one of the states hardest hit by the economic crisis, where residents are depending on their local libraries for free Internet access, employment services, personal finance resources, small business development and education and cultural programs --- and the services and collections of the Michigan State Library.

“I encourage all Michigan residents to contact the Governor’s office to express their opposition to her proposal to dissolve the state library and urge legislators not only to stop the Governor’s plan, but give libraries the financial support they desperately need.”

Marathon County is located in central Wisconsin. Wausau is the county seat. The Marathon County Historical Society has made a number of resources available on its website. Click on the Library Resources link to access them. The resources include:

Online Photo Collection
This collection contains thirty-five photographs of railroad-related scenes. Reproductions of the photos may be purchased from the society.

People, Places, and Events
This resource has been divided into three sections. The last, Events, is under construction.

Cities, Towns and Villages
This section contains brief histories about the founding of the communities in Marathon County. The type of information included here is name of the village, when founded, a brief description of the town, when the post office was established, name of the first postmaster, and other postal history, as well as information about railroads and schools.

People of Marathon County
This section contains brief biographies of several hundred important individuals from Marathon County that have been researched and written by the historical society volunteers and interns. The alphabetical index includes the name of the historical figure, his or her occupation, and the name of the author of the biography. Click on the name link to access it. Each biography includes the person’s name, occupation, background — date and place of birth, education, and accomplishments. In most cases date of death and the names of spouses and children have been included.

Name Index
This database indexes records from local history publications, Wausau city directories, obituaries, and the 1095 Marathon County census. Each database has a separate search box. Copies of the various records may be ordered from the historical society for a fee.

Local History Publications
Ten local history publications have been indexed here. Click on the link on the database search page to access the list. Each record includes name, publication title, page and volume number, if applicable, type of record, and narrative.

Wausau City Directories
This database indexes the following directories: 1883, 1886, 1888, 1893, 1910, 1912, and 1914. The data fields in each record include year of publication of the directory, name as it appears in the database, home address, occupation, and business address.

Obituary Index
It appears that this database indexes obituaries from local newspapers, although it is not stated in these records. The initial search results contain the name of the deceased, date of death, resided at, and a link to the detailed record. The data fields in the detailed record include name, date of birth, date of death, birth place, resided at, date obituary was published, and the name of the publication. Currently, the date of publication also appears in the name of publication field.

1905 Marathon County Census Records
The records indexed in this database are from handwritten cards recording each household enumerated in the official 1905 Marathon County Census. The initial search results contain surname, first name, age, location, and a link to the detailed record. The data fields in the database include surname, first name, relationship, age, occupation, and location. There are also instructions on how to order a copy of the census document on this page. You should not that each record in the census contains surname, location, first name, relationship, sex, race, age, marital status, birthplace, parent's birthplace, occupation and notes.

WSGS Districts Redesigned

The Governing Board of the Wisconsin State Genealogical Society has voted to redefine several of its existing districts (Capital, Central, East Central, Northeastern, Northwestern, Northwoods, Southeastern, Southwestern and West Central), and to add two new Districts: Superior and Coulee. These changes are being implemented to move district lines so that several existing multi-county genealogical societies will no longer be split between some of our districts, and to make several of the larger districts a little smaller and more manageable for their District Representatives. The main changes are:

Split Douglas, Bayfield, Ashland and Iron Counties off from the Northwestern District to create a new Superior District.
Move Marinette County from the Northwoods to the Northeastern District.
To accommodate the Monroe/Jackson/Juneau Counties Genealogical Society, which was previously split between three different districts, create a new Coulee District which will also include La Crosse and Vernon Counties, formerly in the Southwestern District.
To accommodate the Dodge/Jefferson Genealogical Society, which was split between the East Central and Southeastern Districts, move Jefferson County into the East Central District.
Because Green Lake and Marquette Counties are geographically linked together, move Green Lake into the Central District.
Since Columbia County's archives are housed in Madison at the Wisconsin Historical Society, move Columbia into the Capital District.

These changes will bring us up to the maximum of twelve districts specified in the WSGS Bylaws. District Representatives for the two new districts of Coulee and Superior will be on the ballot in this fall's 2010 WSGS election, and candidates are currently being sought who live in those counties. We are also seeking a candidate for the Southwestern District, whose Representative's term ends in January and has reached her term limit. If you are interested in serving your Society, or would like to nominate someone who would be (please obtain their permission first), please contact the WSGS Nominating Chair, Terrie Brandt, as soon as possible.

Library of Michigan Faces Closure

WSGS members, please do what you can to help our neighbors in Michigan save the Library of Michigan and the Michigan Electronic Library it funds. The closing of this library would be as big a blow for them as the closing of the Wisconsin Historical Society Library Archives and eliminating the BadgerLink shared electronic databases collection would be to us. The Michigan Genealogical Council is hosting a "Hands Around the Library" event on August 5th in Lansing. If you are able to attend, I'm sure they'd appreciate all of the support they can get.

PUBLIC RELEASE

July 15, 2009

To Whom It May Concern:

As you may be aware, Michigan is facing a huge financial crisis. Michigan Governor Jennifer Granholm issued Executive Order 2009-36 dissolving the Department of History, Arts & Libraries and splitting the various functions between various other state departments. The Library of Michigan would be transferred to the Department of Education, and the Archives of Michigan would be transferred to the Department of Natural Resources. This order would take effect October 1, 2009.

What is of concern is Section B (8) of the Executive Order that states:

“Unless the Superintendent finds it impracticable, these measures shall include, but not limited to, all of the following: (a) Eliminating circulation of specific collections (including, but not limited to, the Main, Dewey, and General Reference collections, the Michigan collection, the Michigan Documents collection, and the Rare Book collection) or, alternatively, transferring such collections to other suitable institutions, . . . (c) Suspending or eliminating participation as a participating lending library in MeLCat, (d) Eliminating or transferring to other suitable institutions the Federal Documents Depository and the non-Michigan genealogy collection.”

The Executive Order directs the Superintendent of Public Instruction to continue to look for ways to reduce library costs.

Also in the Executive Order is the formation of a committee to look at how to further reduce costs for the next fiscal year. The Executive Order can be reviewed at http://www.michigan.gov/gov/0,1607,7-168-21975---,00.html.

In response to the Executive Order, ten (10) Michigan senators have introduced bills (SB 503 – SB 527) transferring all functions of the Department of History, Arts & Libraries to the Department of State. This would include a separate pot of money from the general fund, held by the Department of Treasury, for any donations. The donations that are not spent at the end of the fiscal year remain in the account and are not transferred to the general fund. While the Michigan Genealogical Council understands the crises the state is in financially, we feel that breaking up the collection at the Library, which has items dating back to the 1800s, is not the answer. Once this collection is gone, there is no going back. This would be a great loss to the citizens of this state as well as those that come to our state to use this collection. This would also be a blow to all public libraries, as they receive part of their funding from the library and have access to MeLCat, which is the system used for interlibrary loan.

The Council would like to encourage everyone to contact their legislators (in person or by phone) to help save one of our most valuable resources. The largest collection of Michigan newspaper microfilm calls the Library of Michigan home, covering all 83 counties of the state, over 1700 titles covering more than 400 cities, townships and villages. A collection of this scope cannot be found anywhere else.
The largest collection of Michigan city directories in the state. These directories document place of residence and occupation of Michigan throughout the years. Patrons of the Library still use this collection not only for studying the past genealogy, but also in planning for the future entrepreneurship and small business.
If you are doing research regarding Michigan, you can find it at the Library of Michigan, whether it is Detroit, Grand Rapids, Flint, Lansing, Traverse City, Marquette or St. Ignace. All of this is available in ONE LOCATION.
The Library of Michigan’s Michigan collection is available to you even if you cannot come to Lansing. The Michigan Collection has an extra copy for inter‐library loan. Therefore, if you live in Escanaba, Sturgis, or Dundee, and cannot make the trip to Lansing, the item you are interested in can be loaned to your local library.
Ethnic Collections, like the Gorski collection, which focuses on Michigan’s Polish Heritage, are not available elsewhere.
The Library of Michigan funds the Michigan Electronic Library (MeL) which includes a vast collection of databases available for use from home.
The collection also collects in the Great Lakes region, New England, the Mid Atlantic, and the Canadian provinces of Quebec and Ontario. Michigan is not in a vacuum. The Governor’s Executive order would dissolve this part of the genealogy collection.
“Innovation and Reinvention” can be done anywhere. Our state’s cultural heritage center belongs together, in the Michigan Historical Center.

2009 Wisconsin Historical Society/Wisconsin State Genealogical Society Genealogy-Family History Book Award Winner Announced

Congratulations to the 2009 WHS/WSGS Genealogy-Family History Book Award winner, John D. McCallum of Mahtomedi, Minnesota, for his book The Clan McCallum, Book 5 (The Kinder Huntsinger), Book 6 (Private Stephen Thompson, Soldier of the Revolutionary War), Book 7 (The Kinder of Albert Huntsinger and Susanna Eastman)! The award winner is, "three volumes of a massive 18-volume genealogy of the author's family, these volumes are chiefly an extensive account (documented and heavily illustrated) of the Huntsinger family, descendants of an 18th-century New York State German immigrant, many of whom came to central Wisconsin in the mid 19th century."

Congratulations to WSGS Affiliate Society, BIGWILL (British Interest Group of Wisconsin and Illinois) on its newsletter being awarded Honorable Mention (second place) in the county/local division at the National Genealogical Society's annual conference held in Raleigh, North Carolina, 13-16 May 2009. Membership in the Wisconsin State Genealogical Society is open to any person or organization who is interested in genealogy, who intends to further the business and purposes of this Society and to abide by the rules thereof, who applies for membership and tenders the necessary dues. They shall thereby be a voting member of this Society.

Members receive discounted registration for WSGS seminars and Gene-A-Rama conferences, the WSGS Newsletter and WSGS publications. WSGS members can also register for genealogical classes and workshops sponsored by the Wisconsin Historical Society at WHS member prices.

The WSGS membership year runs from January to December. Memberships may only be prepaid for a maximum of two years.

MEMBERSHIP RENEWALS ARE DUE BY JANUARY 31.

Memberships and subscriptions renewed within three months after expiration will be reactivated back to the expiration date. Memberships and subscriptions renewed more than three months after expiration are handled by WSGS as a new membership or subscription.

The Wisconsin State Genealogical Society regularly conducts two events each year, a two-day Gene-A-Rama in the spring and a one day seminar (often with a workshop the afternoon before) in the fall. Events are open to the public for a nominal registration fee. Each features a nationally-known expert, speaking on a facet of genealogical research of particular interest to Wisconsin researchers. Membership meetings are held during the conference or seminar. No registration fee is required to attend a membership meeting.

In the past, events have been held in such widely separated areas as Eau Claire, Fond du Lac, Oconomowoc, and Wausau.
